Higher education reforms tend to stir controversy. Currently, several countries in Central and Eastern Europe are undertaking or considering major reforms in higher education, in particular in the area of financing and governance. While some actors and observers see these reforms as a threat, others claim they will open new possibilities for both students and universities. Austerity measures are not unprecedented in times of financial crisis, but the way they affect universities in their region and their public mission remains disputable.
The round table series, organized by the Higher Education Research Group (HERG), opens up an opportunity to discuss these changes, their motivations, actual implementation, and consequences from an academic perspective. The series combines insights from different countries of the region using different approaches to the study of higher education policy. Discussions will be introduced each time by higher education experts from the respective countries or by scholars doing research in those countries.
Dr. Lazar Vlasceanu is a professor at the Sociology Department of the Bucharest University and is currently the vice-president of the Romanian National Council on University Research (CNCSIS). He is also a member of the Council of the Romanian Agency for Quality Assurance in Higher Education (ARACIS) and of the Presidential Commission on the Reform in Education and Research, nominated by the President of Romania. From 1992 to 2007 Professor Lazar Vlasceanu acted as Deputy Director of UNESCO – CEPES. While working for UNESCO, he coordinated and implemented a large variety of projects related to higher education in Europe: management and quality assurance, higher education reform in South East Europe, qualifications recognition in the UN Europe Region, implementation of Bologna principles and objectives, demography and higher education, etc. Before working for UNESCO, he was Vice-Rector of the University of Bucharest (1990), Secretary of State for Higher Education in the Romanian Ministry of Education (1991) and head of the Sociology Department (2008-2012). He graduated Bucharest University, earning his first degree in Philosophy (Pedagogy). He completed his PhD (Sociology) at the London University Institute of Education in 1976.
